Morgan Leo
Mr. Morgan Leo possesses 15 years of diverse career experience spanning the
oil and gas industry, information and communications sub-sector, and
international development programmes. He is presently a non-academic
professional in an international university. His specializations/research interests
include Clean Development Mechanism (CDM) project design and development,
energy policy and strategy, and technology innovation. His career received a
boost between 2004 and 2006 during which he was engaged as Research
Associate by the Presidential Implementation Committee on CDM in the
Presidency, Abuja, Nigeria.
By virtue of his status as one of the pioneer CDM experts in Nigeria, he has participated in the
development of several CDM projects, one of which was the Gas Utilization Project (so far the largest
CDM project in Africa) by Pan Oil Corporation at Ovade –Ogharefe Oil Field in Delta State, Nigeria; the
project was subsequently registered by the CDM Executive Board.

A corporate leader and  member of several professional bodies, among them the International Society
for Environmental Geotechnology (ISEG) as well as the African Technology Policy Studies Network
(ATPS) , Morgan has reviewed, edited, and proof read several projects, publications and technical
documents, one of them being the Nigerian Position Paper on Mitigation (proposed by the International
Centre for Energy, Environment and Development) for the December 2009 Copenhagen climate change
negotiation meeting. In his present position at the African University of Science and Technology (AUST),
he is responsible, among other duties for development and coordination of programmes as well as
establishment of networks and partnerships with the World Bank, the United Nations System and other
relevant institutions within and outside Nigeria. He handles these responsibilities with excellent
communication/interpersonal skills.

Morgan’s development/intellectual activities have benefitted from the support and benevolence of major
international development agencies viz the Canadian International Development Agency (CIDA), and the
Department for International Development (DFID) of the United Kingdom. His papers, presentations, and
contributions at international conferences within and outside Nigeria have earned him several awards
and recognition; he receives regular invitation to serve in technical committees. Presently, he holds a
Bachelor of Science Degree in Physics and a Postgraduate Certificate in Computer Application from the
Universities of Calabar and Port Harcourt respectively, while currently at the postgraduate school of the
University of Abuja for Masters Degree in applied geophysics.
